What is CTTR

ADVISORY  0040728  What is the China TESOL Teacher Registry [CTTR] ?

CTTR was originally established in February 2001 to register for all foreign English teachers working in China, and as a mechanism to keep teachers updated on changes to the regulations and control measures; to provide free informed advice; personal assistance and registered Certificates of Service for teachers at the completion of their employment contracts. However, registration was not compulsory and as less than 0.001% of teacher's submitted registrations, the idea was subsequently abandoned.

 Global Access China Ltd [GAC], a member of the Global Access Group, through its China subsidiary, Beijing Australasia Commercial Consulting Centre [BAC], was appointed administration and management consultant to CTTR. In February 2003 China TESOL Teacher Registry moved from the role of Registrar to that of providing Human Resource Services [HRS] for China Central Government SAFEA approved schools throughout most of China, in association with the Provincial Government Foreign Affairs Offices.

 As of August 1, 2004 administration and management of CTTR will be vested in BAC and the redundant position of Registrar will be changed to General Manager.  CTTR will continue with the same "not for profit" theme, but will provide superior and extended ante and in China services to teachers who have chosen CTTR as their HR intermediary to a genuine teaching positions with a government approved education institutions in China.

  Why is CTTR free, when others charge a fee?

 CTTR is one of the hand-full of NGO's that is fully certified and authorized by the Central Government of China for the purpose of providing human resource and training services to ALL Provincial Government Foreign Affairs Offices, Education Commissions and Bureaux, and SAFEA approved educational institutions. CTTR is responsible for screening, evaluating and assessing all foreign teacher applications and recommending qualifying applicants to the appropriate authorities for matching with Provencal vacancies; when a successful match is achieved, CTTR is paid a service fee by the employer institution.

 Why is CTTR different?

 CTTR is different from all other HRS, intermediary agents and private company "job" advertisements that proliferate for recruiting teachers for China, in that it is a professionally managed organization with 25 years experience in the human resource industry that takes its responsibility for the correct and satisfactory placing of teachers very seriously.  And for teachers, it is always nice to know you have an unbiased English speaking friend in Beijing,

 CTTR ONLY places teachers with SAFEA Accredited institutions, and to ensure personal safety and surety of tenure, all such teacher appointees must be provided with FREE high standard accommodation, reimbursement of airfares, guaranteed payment of salaries and a government registered employment contract.   Of the 357,000 schools, colleges and universities in China, less than 10,000 have met the minimum requirements for SAFEA Accreditation.
