VI. THE SALARY FOR FOREIGN CULTURAL AND EDUCATIONAL EXPERTS (1)  (609)

    1. What are the main criteria for evaluating and grading a foreign cultural and educational expert's salary?

In evaluating and grading a foreign cultural and educational expert's salary, an appropriate monthly salary should first be decided according to the years he/she has been engaged in the speciality, his/her academic degree and professional title. Two months after the expert's work in China, salary adjustment may be considered according to such factors as his/her actual business level, working ability, working attitude and effect. Salary should be appropriately raised for experts under renewed contract.

    2. What is the current guiding salary standard for a foreign cultural and educational expert?

It should be set in accord with the Notice on Adjusting Foreign Cultural and Educational Experts' Salary issued by State Administration of Foreign Experts Affairs and Ministry of Finance in 2000. Details may refer to the salary standard in deciding the salary for the experts.

The salary standard of foreign cultural and educational experts' salary (in RMB) revised by State Administration of Foreign Experts Affairs and Ministry of Finance in 2000:

First category: teachers of institutions of higher education with bachelor's degree and over two years of work experience, or middle school teachers with over three years of teaching experience.  RMB 2200 – 3300

Second category: assistant professors or lecturers of institutions of higher education, or middle school teachers with over five years of teaching experience, and professionals with corresponding titles and business levels. RMB 3300 – 4600

Third category: professors, associate professors of institutions of higher education, senior lecturers of the Commonwealth countries, and professionals with corresponding titles and business levels.  RMB 4600 – 6000

Crucial talents badly needed in China and difficult to recruit may be employed with high salary.

VI. THE SALARY FOR FOREIGN CULTURAL AND EDUCATIONAL EXPERTS (2)   (615)

    3. What is the foreign exchange rate in the monthly salary of foreign cultural and educational experts?

For those foreign and cultural and educational experts coming to China single, the foreign exchange rate in their monthly salary is 70%; for those coming with family members, the foreign exchange rate in their monthly salary is 50%; for expert couples in China without children, the foreign exchange rate in their monthly salary is 70%.

    4.  When may an employed expert change foreign currency?

An employed expert may change foreign currency monthly or at the end of the contract period, at the exchange rate on the day of change.
